If I go out and buy a T-Mobile G1 from the T-Mobile Store, will I be able to code apps for it, or will I have to mod/jailbreak/unlock it?

Buying the phone from TMobile ... the phone will not be sim-unlocked nor will it have root access.

Do I need root access to add apps to the device? Will acquiring root access bar me from T-mobiles network and/or Android Market?

you can develop, test and debug apps with a normal phone, without any manipulation like unlocking or rooting.
