[Verizon] CWM Recovery won't "stick"

I have been wanting to try out the new JB roms, but first I need to get a working CWM recover loaded. I have tried loading it from Rom Manager, I have tried flashing it from the Galaxy Nexus Tool Kit in fastboot, I even tried downloading it from their site and flashing that version. Every time I seem to be able to get into it the first time after flash, but a reboot and it is gone. When I go to recovery mode it just shows the red ! and a dead robot.

I have tried re-naming this file as indicated here with no success. Can anyone help me out here there must be something I am missing. Short of doing an entire factory reset and trying to flash again? I have taken 2 backups now and backed up my applications with titanium, but I would feel better about doing more to the phone once the recovery works!
 
I actually was going to try that next, I can flash it from the nexus toolkit in fast boot mode. Does this use the same backups or if I switch later are my backups useless?

And after trying it out, the exact same symptoms are seen. I can see the recovery the first time I flash. after that if I boot into the android system, then reboot and go into recoery mode I get the ! and dead android. It doesn't load. I am sure if I re-flash it and then go straight into it I would be fine.
 
I had this issue and used scary aliens "android root toolkit" from the market. It has a command to make recovery stick. I am a little inexperienced in this, but it worked for me and couldn't have been any simpler.

It uses the same roms, but not the same backups. You'll have to make a new one after you switch recoveries.

However, since you can flash a recovery from fastboot, you shouldn't ever be in a situation where you can't get CWR flashed if you absolutely have to restore an older one.
