What I did that corrected my problem is as follows, now Wi-Fi tether for root users is working 100% perfectly on both 3G and 4G connection. I remembered that I do in fact have a PC in the house that uses a wireless USB adapter so I proceeded to take my phone out to the computer and try to tether the computer to my phone.
When I did this Windows reported to me that there was limited or no connectivity. When I saw this message I went to diagnose and repair and discovered that this was a DNS issue, so what I decided to do was go into Barnacle Wi-Fi tether and connect my device that way since I knew that that application worked perfectly.
Once I connected the computer through Barnacle and confirmed that I had Internet I went into my command prompt and looked to see what DNS servers were being used. I wrote down the two DNS servers and proceeded to go into android Wi-Fi tether and change the primary and secondary DNS addresses to those used by Barnacle. Once I did that I disconnected and closed Barnacle Wi-Fi tether completely and open Wi-Fi tether for root users and voil
