Help Wifi incredibly sluggish, suggestions?

Alright, I dunno if the way I'm doing this is what's causing this, but here it goes.

I just added the hotspot tethering to my account and am using it for my computer and my other bionic which is not activated. The computer seems just fine but the unactivated bionic running running from the other bioinic's hotspot is very slow and keeps dropping the signal.

So, to rule things out, I ran my wife's lg motion and her htc thunderbolt on the bionic's hotspot and they both were very fast!

Next, I went from gingerbread to Ice cream sandwich leak. .232 to see if it made a difference, nada...

Every device I got in the house works great so far including my computer. the bionic is not however.

So as you can see I did my homework by deduction and scoured the web for answers before posting this.

Also, on the bionic that has the hotspot, I have it set not to time out during inactivity. I'm on . 232 rooted ICS.

I was poking around in the settings of the hotspot. It gives options to use different channels what ever that means...

Any ideas and help as usual is much appreciated. :)
 
Install ... https://play.google.com/store/apps/details?id=com.farproc.wifi.analyzer&hl=en ... at least on your deactivated phone. That will tell you what networks are available at that precise location.

My guess is that you never logged on to the "new network" you created from your deactivated phone.

On the deactivated Bionic.
Turn Wi-Fi on on.
Click on Wi-Fi.
Choose your new network.
Enter the password.

(I am running my Droid X to my Bionic Hotspot.)

I am connected to the network I created on the other droid bionic. I did it with two other phones and a computer. My unactivated bionic that is riding on my other bionic's hotspot connection is sluggish. The computer and the other two phone were running just fine.

On a side note, I did learn a little bit about what wifi channels . I downloaded some software on my computer and the software took a survey of the surrounding networks too show what channels others are on so I could choose the least congested channel, which for me was channel 8.
 
The tool I referenced monitors the channels and starts to answer your original question.

I'm sorry but I cannot follow your first paragraph.

You should have a Bionic with Hotspot established and WiFi turned off.
The other Bionic should have Hotspot off and WiFi turned on.

Are you sure on the deactivated Bionic that you are logged onto the network created by the Hotspot on the second Bionic? (You actually hit the button and read that it was Connected?)
Have you sucessfully accessed other wifi networks with the deactivated Bionic?
When you run WiFi Analyzer from the deactivated Bionic does it find the new Hotspot network?

Yes, exactly how you said it. :) When I set up my hotspot I used a custom name and a password.

I'm typing this on my unactivated bionic. :) ICS seems to have helped some, but not much. I'll download that tool and compare the readings with the ones on my computer. According to the software I ran, non of my neighbours are on channel 8.

Yes. it says android with some numbers and letters behind it.
 
I'm pretty much at a loss. The only thing you haven't tried is to connect the deactivated Bionic to some other Wi-Fi network to verify that it is 100% operational.

You might try a different channel. For me 9 was open but was a little flaky. When I changed to 7 (also open) it stabilized.

I'm also looking for some scripts on the web. I heard about powerboost 2.5 but there's no indication it's compatible with ICS as far as I can tell.
