More and more people are reporting being stuck in a bootloop and can't get out no matter what they do. Like many, I myself experienced this problem and want to help out those who've tried from restoring a nandroid backup, to flashing an entire rom without success. Here's what to do.
1. Download JMZ's Stock Odex Rom. And place it in the root of your sd-card. Found here.
[ROM] EVO V 4G Stock ROM Deodex/Odex
2. Install htc sync (contains the necessary drivers)

3. Download this and extract it to your desktop. Meaning you have to have the folder in your desktop.

4. Download this and put it on your sdk-tools folder that you have in your desktop.

5. Boot into your boot loader and highlight fastboot, then press the power button. You should have "fastboot" highlighted in red. Connect your phone to your computer.
6. Open the sdk-toold folder. Press shift and right click at the same time in the folder. Select "open command window here"
7. Enter the following without quotes. "fastboot flash recovery recovery.img" after that it should say downloading or something along those lines. Once that's done go ahead and type this. "fastboot boot recovery.img"
8. Flash the stock rom by wiping everything.
9. You take it from here, either install a different recovery or keep it and do as you like.
