Multi Window display is a feature of the Android 4.1.2, Jelly Bean, firmware for the quad core Galaxy S3 and is not standard in the Galaxy S2 firmware. However, there are a number of custom ROM's and mod's, such as Alliance ROM v6.0, that can offer this if you are rooted.
