Its the notification toggle saying you have notifications turned off. Pull down the notification bar, then swipe the toggles near the top to reveal the hidden toggles. You swipe them from right to left, then tap on the notification toggle.

Its a Samsung thing. Samsung puts 10 toggles on the pulldown notification area of their phones, accessible by swiping to the side. On the second picture you will see the "notification toggle" where you can turn on or off the notifications with a single click.

It does not have it... Guessing it is on stock

I dont know the rom but surely theres a check box in settings somewhere.
