It's to adjust the backlight brightness of the 4 touch buttons at the bottom of your phone.

I don't keep mine on at all, as it drains your battery JUST a little faster

Yes sir. Usually, any time you turn your screen on, those capacitive buttons come on as well. Which in turn makes the battery go down just that much faster.
Oh, and haptic feedback as well

Yeah, I always turn off haptic feedback, my phone only vibrates when i get a message.

For the record, it's haptic feedback.
Also, a lot of people call the hardware buttons at the bottom of the screen "captive" but they are really capacitive. I don't know where that came from.

Anyway.
Anything will drain your battery, because it takes power to use said action. Granted, I don't think the blinking LED will kill your battery as quickly as the screen being on all day
