How do language settings in apps and in Google Play work?

Can someone tell how multiple languages are handled by Android and Android apps? (My system language is UK English.)

I wanted to install an app that exists in Dutch and in French.

  • In the Play store I could only find the French version of the app. Even when searching by the exact app title in Dutch, Google play told me the app doesn
 
There's a new app that allows you to set language, font, and a lot of other stuff on a per app basis.
Here's a link to a review on youtube. I haven't tried the app myself, but it seems to do exactly what you want.

I have only now had time to look at this. And indeed, one of its functions is the changing of the language options. But... if I want to use this I have to root first. And I don't have any other reasons to do that (yet).

In the mean time I have also looked at how this work. And it seems to come down to a choice by the developer. In the case of the app above the NL (Dutch) and FR version are one and the same app. But the language of the app changes when the system language changes. In this case the developer has chosen to force FR onto EN system users. (Bad choice... I have deleted the app because of it... :p)
