If you use Google Chrome, you should be able to sync the bookmarks you have on the desktop version with your mobile phone (while using chrome on your phone...either beta or regular version).
I haven't used the OEM browser on any of my phones in a long time, so can't tell you which ones can sync bookmarks to ones you already have saved on another browser.
I am not a fan of Google Chrome. Download this free app called Bookmark Sort & Backup by Happydroid. Install it on both devices, make a backup on your S4, Once you made the backup on the S4, bluetooth share the file with your Note 8 and put the file in the BookmarkSB folder on the Note 8. Open the app and import bookmarks, select the file from the pop-up dialog, then done.
I use this all the time to import and export bookmarks between my devices.
by the way, I do not work for the maker of this app. I just found it one day when looking for a quick way to do what you are asking for.
Just realized recently that my Google Chrome bookmarks can be sync'd with the OEM browser, so I'm a happy camper. I've been using the OEM browser primarily for the past month. There's something about chrome on the tablet and phone that I tend to get a lot of stalling problems with.
