Root I need some help with my hydro phone

I had to reset my kyocera hydro phone to the new default settings. I got the phone rooted again But I am having a problems with the wifi network hot spot. I can't makt my latop to connect to my phone via the usb cab. or the by the wifi hot.

Is this spose to be a link to a tethering prog? I have a prog that worked ok before the reset. I just can't get my laptop to talk to my phone via the tether cable or the wifi hotspot.

I got the wifi hotspot in my kyocera Hydro phone working again in the open (non-encryption) setup. But I am still having a problem get the wifi hotspot working again in the encryption mode.
There is also a triangle icon in the status pull down bar. when I open the triangle icon it says "data usage warning". What does it mean and I can't even get rid of the triangle icon when I pull the battery and let the phone sit unpowered for a wile.

all you need to do to remove that triangle is go to settings then to data usage after that take the check off set mobile data limit
