will the note 2 get s4 camera features?

Probably, with next software update. But you can d/l and install it right now here. It works just fine on my N2. :)

If I install it on my rooted UK spec Note 2 will it work ok? I've only rooted the phone, it's not running a custom rom or anything. And forgive my ignorance but what extra features will it give me?

I assume you are looking for the S4 camera from the Stock Sammy Touchwiz ROM and if so, then the link to the AOSP port of the Google camera won't work as it is CM based. You'll have to wait for the next TW release.

In any event, make sure you take a Nandroid backup before you try and flash anything, oh, and also keep a backup of your EFS partition or you could find yourself without an IMEI record and not being able to get any radio signal - happened to me recently. Be safe and backup!

Don't worry. Just a word of warning. When you flash a custom ROM some of them enable you to also backup EFS; I strongly recommend you take advantage of this and back it up. I did and needed to restore the EFS partition because I lost my IMEI and could not connect to my carrier's network. I've flashed 30+ ROMs and it never happened before, but the one time it did. Be safe and back everything up! ;)

Last questions (I don't want to hijack the thread after all). Obviously I need to research more into the whole rooting thing. I have the full version of Titanium Backup and made a couple of backups and I've also done a few Nandroid backups. If I flashed a new rom to try I assume it's like starting with a new phone. Would I be able to restore my apps via Titanium or would that not work? Is it a case of finding a rom I like and installing everything again manually?
 
I went to the link and couldnt figure out where to go once I got there. Every clickable icon took me somewhere I didn't want to go to. I want these features too.
After you click that link and already on "highonAndroid" page, just scroll down and click on "Download Android 4.3 PhotoSphere Camera APK" link. It takes you to d/l page, where you will see (at the bottom) "please wait". Just wait 5 seconds, enter CAPTCHA and then click "Download" button. If you still are not able to get it, send a PM with your email address, and i will forward app to you. Hope this helps...
