Help Full 4G bars, No connectivity

I have a Nexus 4 16gb with T-Mobile
My phone always tells me that I have full if not close to being full 4G. When I try to use anything data required it just says I have no internet access. I looked at T-Mobiles website at the coverage area and to no suprise I had no coverage where this happens. I guess my question is, why does my phone still say I have full coverage when I dont.

Is there a fix for this?

Areas that are refarmed are getting congested due to more radios being supported on the same band. I'm getting this a lot as well, but at least I have the option of LTE. To see if it's just congestion, when this happens to you, switch to 2G only. If you get steady data at that point, then it is a tower congestion issue.
