Help S Voice won't turn on when screen is off

Have a Verizon Note 3.
I have both the wake up section checked (wake up command and voice wake up) but when I say Hi Galaxy it does not take me to S-voice directly.
Double clicking the home button takes me into S-Voice.

I've tried both phone laying flat and in hand.

Am i doing something wrong?

I had this same problem and just got off the phone with Samsung. Try turning off your phone, taking out the battery for at least 30 seconds, replace the battery, and turn the phone back on. It worked for me, as I had the settings checked as well prior to doing the battery pull.
 
Is there a way to get Google Now to activate a voice search with the screen off? That is the only thing I like about S-Voice.

Right now I have Home 2 Shortcut set to start a voice search with a double tap of the home button.

Yes, you can wake up your phone by saying "Hi Galaxy". I did it last night laying in bed with the phone about 15 feet away speaking in a normal voice and asked what the time was. When you are in S-Voice, tap the menu button and then press "Settings". Under the "Wake Up" category, check "Wake up command" and make sure "Voice wake-up" is set to on. Then you should be able to wake the screen by saying "Hi Galaxy". If it doesn't work after making sure these settings are correct, turn the phone off, take the back cover off, pull the battery for at least 30 seconds, then replace the battery and cover and turn the phone back on. This is what Samsung told me to do, and it worked.

What I am trying to do is to use Google Now instead of S-Voice with the screen off. Similar to how the Moto X works. I now know that there is an app called Open Mic+ that will let you do this at the expense of a good deal of battery.

Would never have guess, take battery out to fix this issue. :D
