for some reason whenever I flash the kernel or the rom i get to the boot screen and I see virgin mobile and the little android screen.. any help??

Now, I'm not am expert but did you wipe dalvik cache and cache before flashing?

Your phone might not like VaeVictus kernel. Try flashing stock kernel.

if your phone doesn't like the kernel, no solution. you can still use Victorious ROM, just without overclocking.

i personally would flash http://androidforums.com/virgin-mobile-victory-4g-lte-all-things-root/774821-rom-10-16-2013-conquest-napalm-r7-1a.html if i was still stock the dev on this one works overtime supporting it if you have issues with victorious you are at the mercy o the forums as jerry has called it quits.
but if you have to ave victorious then flash it and then flash this kernel while still in recovery https://db.tt/X1T6bvCN
this is the ungoverned kernel it will allow cpu to run up t 1.5 ghz as needed and your phne should boot it.
