Help Help please - never seen before

So, I've had a few smartphones over the years, but never seen this:

Any ideas on how to proceed from here? A hard reset (vol up + menu + power) only brings up this screen again. I've also tried switching out batteries, but no cigar.

i'd say hardware issue and only fix would be to have Samsung fix it

Agreed. Definitely looks like a hardware issue with the screen or GPU or both.

update: Vol down + menu + power brings up the appropriate screen, but any attempts to flash fail.

This happened with my Galaxy S2 although it would show that screen briefly before showing the photo. Had to send it back for a replacement.
