I think Android has left out features also for older devices. i still can't make any sense as to why Google Now doesn't work in 4.0 or below, it's just a search app, even the iPhone 3GS works with it, so i know it has zero to do with hardware limits.
On the 3gs it's missing features, such as notifications, yes? And not available if you go back too far on iOS revisions?
Don't know, I guess they want the whole experience out there on Android without the expense of legacy support for either platform.

I do know that it was good to go if you tweaked ICS at the root level. I ran it that way.
Although, the formal name for tweaked ICS is Jellybean for most people.

That's not a hardware problem either.
These sort of disconnects go both ways.
