Root [T-Mobile] Galaxy S4 Signal strength

You can't strengthen a signal in a receiver (which is what I assume you mean - that you're receiving a weak signal). You can use a better antenna or you can redesign the receiver (neither of which you can do in a cellphone). If you're in an area where TMobile has weak signal, that's where you are, and you shouldn't be using them as your carrier. The first choice is always the carrier, and that's always based on which carrier(s) has a good signal where you need a signal.

It's possible that the antenna in your phone isn't making good contact, but that's not something you'd repair yourself, unless you have the experience and test equipment needed. If the signal is weak all over, bring the phone into TMobile, or a good repair shop, and have them take a look at it. If the signal is weak only in some places you need a good signal ... well, as I said, TMobile shouldn't be your carrier.
 
Thank you I think I'll take it in so they can check it out because I noticed that every time I receive a call it drops the 4G LTE to 4G or lower

Nope your wrong. Sorry to tell you this.
Automatically anywhere you are on the T-Mobile network when you make a call it will go to 4g because T-Mobile hasn't released Volte which is voice over lte. Until Volte reaches your area then you won't ever see lte during a call. Good news though, T-Mobile is starting to turn on Volte. I have it in Nyc.

You said that being right next to a tower would fix that dropping situation and I'm correcting you cause that's completely wrong. Anyways idc anymore honestly so ✌

You cannot "Strengthen" the signal but you can make your phone more "Efficient" at obtaining a good signal by changing out the modems. The latest for our model (M919 and M919N) is the NB4.

Honestly... i installed the Insane Kit Kat ROM and had ZERO problems with 4G LTE signal afterwards. I ride the train to work and it would cut in and out. After Installing Insane Kit Kat that came with the NB4 modem in it i have NEVER lost 4G again. I swear. So even when i flash a diff ROM i keep that modem file handy. But what works for me might not work for you, there are other modem files at that link. Try them both! Be sure to ODIN them and not MOBILE Odin them!!
