The play store version I have version 4.8.20 (June-30-2014) does not allow reviews of applications. what is the latest version?

I posted this message but can not find it under new messages or the search. can anyone explain?

That's the latest version and reviews are working fine here. I'm not 100% sure about this, but I seem to remember at some point they required a G+ account to review apps. Do you have a G+ account set up?

Yes I have a Google+ account that I can log in with.

I noticed if I uninstall Play store it updates to the latest version without my permissions.

Play Store is one of those Android components that updates itself without any user interaction. A lot of different Googly components rely upon various pieces of the Play Store, and some of them won't function without the Play Store being up-to-date.
