Ringtone Volume

Any idea why my ringtone is very quiet for the first second or two when a call comes before changing to the volume I set.

This is quite annoying and I have no setting that relates to this.

Its supposed to do that. Its so if its right in front of you, you can answer it before it starts screaming.
You can go into call settings and check the box for "increase call ring volume in pocket" and it helps.
