FTFYThrottling exists on Most so-called unlimited plans. On any carrier. I pay for a limited plan so I can actually use Netflix or Play Movies without being reduced to dial-up speeds.
The differences are the threshold where it kicks in. Some 1GB a day, others 2. But once it happens you're essentially on AOL for the remainder of the billing cycle.

Unlimited unthrottled data doesn't exist
Update: the 'unthrottled unlimited' plan doesn't allow tethering.
Still useless for myself given that my only Internet option where I choose to live is my Verizon 4G Hotspot. I use more than 5gb a week. Mainly Netflix and Google Play Movies.
The only way to guarantee unthrottled data is a capped data plan, there are zero phone or cable lines this far out. I got reduced to dialup enough times and had to relive 56k for the remainder of the billing cycle until I jumped ship to Verizon. All it took was one Netflix movie and BAM dialup for the rest of the month.
The 80 dollar plan has absolutely zero throttling. It also does allow tethering, but not an unlimited amount. The plan allows 5GB of hotspot before it cuts you off from tethering, but your normal data will remain unthrottled and unlimited.
