I reset my Android phone to factory settings yesterday. This current problem hasn't happened to me before.

I have 5 user screens. When I swipe from one screen to the next, the phone says, for example, "Page two of five".

I have played with settings in Accessibility, Sound and Display. I thought Accessibility>TalkBack>Off would do the trick, but it is switched off, and this issue continues.

Thanks. I followed that but it doesn't apply to my device. For example, step 1: "1) Swipe the screen in an "L" motion with one finger..." doesn't work, because TalkBack is turned off on my device, as I mentioned. I understand this part of the procedure means being able to navigate normally, which I am able to do. Later it says "8) Scroll down to "Accessibility" and select it.
9) Scroll down to "TalkBack" and select it then turn it off.". I had already done this, just after resetting my phone to factory settings, and then noticing that TalkBack seemed to be turned on, and before posting this question.

Due to my extremely strong desire to get my phone to stop making all this unnecessary noise, I just used 'Force stop' on TalkBack. Sadly, this didn't stop the phone's speech. I restarted it and tried again - no change. Now I note that TalkBack is still in the 'Force stop' state, even after restarting, and I don't know how to 'Force start'.

Are you using an alternative launcher?
I don't know. As far as I know, everything is standard (ie. based on standard Samsung ROM), and nothing is alternative (unfortunately - I would love to not have to use storage space for crapware).

Also, what phone are you using?
Samsung GT-I9100T (a.k.a. Galaxy S2).

PS Regarding TalkBack, I uninstalled all updates (reset TalkBack to factory settings), and then updating TalkBack again got it out of the 'Force stop' state, so it is running again. My experiments disabling TalkBack didn't stop this speech that I want to stop.

Is that the AT&T variant? I can move this post to the AT&T area to see if anyone who owns the phone can help.
No. I'm in Australia, and it's a Telstra variant (there is some Telstra crapware in the ROM, and I imagine that it was part of the Samsung OEM ROM). This issue seems to me to be an 'undocumented feature' of the ROM, which I believe to be Samsung's - although it might be Telstra's. The issue doesn't seem to be anything to do with TalkBack, but I can not work out what's making it happen.

Thanks for the suggestion. I've looked at it, and none of my apps look like the cuplrit. I attach a screenshot showing my services. (note that I deliberately have language set to Spanish).
