Help Need To Install OS On Android Phone.Help Please!

So my sister gave me here Samsung Galaxy S3 and she wiped everything off of it and I want to install a Android OS on the phone and I need help.I also don't know which OS is the best and which one is Rootable so yeah.Please help and thanks in advance.
 
Perhaps try booting into recovery and either wipe the cache and reboot, or factory reset in recovery, then reboot.
To boot into recovery:

First, turn your Galaxy S3 off. Now, press and hold the Volume Up, Power and Home buttons until you see the Samsung screen. Release the Power button but continue to press Home and Volume Up until you are brought to the stock recovery mode on the Galaxy S3. Of course, if you have installed a custom recovery on the S3 you will be brought here instead.

Also, would be interested to find out if you have the stock recovery or a custom recovery.
Let us know what the recovery screen says....If it says anything about TWRP, or Clockworkmod, or Philz, that would indicate a custom recovery.

What carrier are you with?
 
By the SIM card slot theres a other slot that looks like the SIM card slot and theres nothing there.So is that the memory or what?I am not good with this stuff.

No that's just where the SD card would go. There you would be able to store pics, music ...etc. Has nothing to do with the OS. Are you able to get into recovery??
 
Just to clarify... you've rebooted into recovery mode, selected a factory (data) reset, the phone has rebooted but still loops at the boot screen?
