Help Date and Time below City on Home screen

On the Home screen, there is a date and time below the city. What is that date/time? Is that the date/time the last weather report is retrieved?

In the example below, the current date is March 5 and time is 0813 hours. The date /time below the city Dudden Hill is March 5, 0037 hours. What is that date/time?

When refresh is pressed, there is a message "Network not available", the date/time does not change. The phone is working with mobile data. It is a Samsung Galaxy S5, the screenshot above is a sample from the web.

Maybe you've selected the only update when WiFi is on option? Then on WiFi you must be able to refresh. I think it's the refreshtime.
 
I tried refreshing again and the date and time below the city will sync to the current date/time which is the date/time at the top of screen. I think the date and time below the city is the date/time of the weather and temperature of the city, which means if it is raining now in Dudden Hill, that phone is still showing sunshine and that was at 5/3, 0037 hours, per the screen shot. Refreshing it will show the current date/time with the rain.
