AFAIK, only one tablet has been touted for taking great pictures. That would be the iPad. About $1000 more than your Tab 4.

Really? Wow... I love mine... It's super fast. And that's a good thing since I use it like a power PC lol my only complaint is the flashless camera. Everything else..... Heaven
My old Acer was too slow to run At Bat. The Tab4 ran the videos but not well. Would not do other programs which are more important.
The new Acer does work. It doesn't have too much junk on it and it does run my programs. I have books on the SD card on the old Acer which I have to transfer to the new Acer. Been downloading freebies for years. I prefer the ereader.
For reading, I bought an inkBOOK ereader. It's from the EU and doesn't have Google.
I don't need Google. The market that did come with the reader is sufficient.
For photography, the Moto XPRE is no slouch. I also carry a Canon SX50 with me.
I do have a Canon 20D and will use that for certain things. (filters for one)

As Luna said above, the Galaxy Note 10.1 (2014) certainly has one - mine is right next to me, and I can see it on the back. Way too bulky to make a useful flashlight though.
I've never been tempted to use a tablet as a camera though, and usually avoid flash if I possibly can (occasionally as fill-in when using a proper camera, but I prefer natural light in almost all cases).

Hey, we like using our Fujifilm Instax instant picture camera.
I still got a made in USSR Zenit 11 at my dad's house. Completely mechanical, no batteries required.

There is a whole photo school on existing light photography (no flash)
With all the newer apps like Camera FV5 which give some phones all the control and some phones some of the control like an DSLR, you can do a lot without flash.

I had no idea! I guess I need to join that school lol. But what about when there ISN'T any (much) light? For example at night outside and not a lot of streetlights (or any other kind of lighting)? What do they do? I guess they use an artificial light or flashlight of some kind...but that's rather cumbersome. Oh well. Not a big deal...it certainly doesn't make or break the deal for me...just find it kinda strange that they would put together such a wonderful tablet chock full of features and abilities and omit the flash.
While I like my Tab4 and use it almost every day, I certainly wouldn't describe it as "wonderful" or feature rich. It's a fairly low end device as mobile devices go. Now if you want to include "for the price" then I'd be forced to agree with you.

It's strange because I hear many people saying this...and it's a "low-end tablet"..."not feature rich", etc. But I have to disagree! I swear I use my Tab 4 like a darn power PC ... it's amaaaaazing and does everything my MacBook Air does...even more actually when you consider the Tab 4 is not just a fully featured internet device but also an eReader (I have the Tab 4 Nook). I think it's packed with amazing features....fast too! And I got an SD card so it has tons of space and memory....what more could I want? Well, besides a flash camera LOLWhile I like my Tab4 and use it almost every day, I certainly wouldn't describe it as "wonderful" or feature rich. It's a fairly low end device as mobile devices go. Grab the best shot that you can, or forget it.
Switch to manual mode, ramp the ISO up to 1600, hold the phone VERY steadily and squeeze the shutter button like it's made of fine bone china.... you'll still have some blur but the image will still convey more than anything shot with the low-power LED flashlights fitted to most cameraphones.
If it's black, and in otherwise good order, get it valued asap. The meter can be fixed cheaply, and that baby is probably worth £££.
If it was an OM-2 I'd make you an offer myself.... those puppies are legendary!

Not sure how to set the ISO to 1600 though. I'm guessing it's in my Camera app settings somewhere? I'll have to play around with it more tonight...
@Phoenix777 are you using the stock camera app? I've got the Tab 4 Nook as well and can take a look for you when I get home.

You make what is called a Barn Door or Scotch mount for your camera and turn the adjuster every so many seconds to track for astronomical photos.
Otherwise a good sturdy tripod and long shutter settings. You can get a decent holder for a cell phone or tablet.

I'm afraid you are too late for the OM-2. I had one, but when my brother's one broke (the later model, OM-2 spot/program) I gave mine to him. That one was black (I wanted to know at a glance which was which).

If you want to take photos in properly low light, a tripod is your friend.
If I don't have one I support the camera best I can, frame the shot, then use the self-timer to take it - eliminates movement from pressing the button.
The exposure options on the Tab 4 seem to be limited. I tried both with the stock app and the Vignette app. When you increase the sensor sensitivity (ISO) it simply blows out the exposure. And the artifacts are pretty obvious.
This is in a relatively well lit room with no flash and a median sensitivity.
Here is the same shot with my Nexus 6, same lighting, no flash.
