says it is "up to date" but obviously it isnt cause anything google, Maps, photos play store, says i have to update google play for them to work

What is the version? For info, mine says 18.8.16 (on a Pixel 2 running the February patch of Android 10).

But if the Play Store version really the issue? You wrote

and it seems pretty unlikely that the Play Store is saying that you need to update the Play Store for it to work. Perhaps it means Google Play Services (which Google apps depend on much more than they depend on the Play Store)? My version of that is 20.04.14 (using Settings > Apps, find Google Play Services and look at its information there - Google hide this under "advanced" app informatioon, Samsung may be different). Can you post the exact message?

18.9.11 is the version

So, I misunderstood the problem.
You said that the Google Play Store would not update, so I told you how to do that.
What you meant to say is that the apps you have from Google Play Store won't update, and that some won't work without Google Play Services which also needs an update, correct?

Settings
Apps
Show System Apps
Google Play Store
Storage
Clear Cache
(back to apps)
Google Play Services
Clear Cache

Now open the Google Play Store, and wait for a few minutes.

Some security updates and an update to Google Play Services should be automatic.

If this does not work, then try the above steps again, but clear the data instead of only the cache.

Then when you open the Play Store app again, you will need to reset your settings on the app.

Wait for at least 5 minutes or so for the automatic downloads to finish.
