Help Android Phone's sd card as an Windows drive letter?

When you format the SD card in Android as expanded storage - no.
If you use it in your phone as a normal external/removable drive - yes, both Windows and Android can use it.

why would you want to do that? what are you trying to do?
No you can't. You could remove the card and use an SD card reader instead. Why do you need the SD to have a drive letter? Driver letters is a Windows only thing isn't it? I don't use Windows myself.
