It could be that it needs the firmware to be re-flashed? If so, you should find what you need here:

BTW is that a bullet hole in the screen?

And how did it get into this state?
Have you modified the system software (the phone seems to think you have)?

The screenshots are a start, but we did ask for other information, as much as you can provide.
