well smart select according to this https://www.samsung.com/global/galaxy/what-is/smart-select/ has nothing to do with call options.

If I selected a phone number with smart select from a web page or piece of text, it would recognise it as such and give various options!

I get those options, but I think it depends on where I copy from... Like it works in Chrome but not if I'm in 'google' search results/assistant view... (or the other way around?)

Do you have samsung 'phone' app as your default? I sideloaded the Google Phone app and maybe that is why I see those options now?

I think it depends on the whatever it is apps you're using. My Galaxy Note20 recognises phone numbers from WeChat, Telegram, Firefox, and the stock Samsung browser, it shows the options to CALL, in addition to COPY, PASTE, etc.
