Phone wont charge past like 20%~. Anyone else having problems with this using officiaL charger?

I want to back up my phone but have a quick q. Can i tb on 232 then restore it on the ota? I dont know if the version has to match up or something like that

So when i use my phone till battery dies i plug her in and she never charges past 15%. I have to turn the phone back on reset it then recharge. And it only happens if i drain battery. Im on ICS .232 any ideas?

Since i updated to .232 i noticed my battery draining at a quicker rate. I checked battery usage and Dolphin browser is at 25%! So im going to switch, i dont feel like messing around as to why it might be doing that. What runs better on ICS chrome or ff?
