Phone wont charge past 15%

So when i use my phone till battery dies i plug her in and she never charges past 15%. I have to turn the phone back on reset it then recharge. And it only happens if i drain battery.

Im on ICS .232 any ideas?

Are you using the OEM battery, charger, and cable?

Are you using a custom recovery? specifically CWM Recovery? CWM Recovery has known issues on some devices if you let the battery discharge all the way.

Well i got it to 30% then stalled

Sounds like a battery stats issue. I'm only aware of battery stat clearing apps that require root. Is it by chance an extended battery?

for whatever it's worth. my standard battery died and wouldn't charge at all exactly one week after my warranty ran out. thank goodness i had my extended battery handy and charged up and ready to go.
