I was just on the phone with a Sprint rep and she said I should be able to talk & surf at the same time. Is anyone else able to do this in a 3G area w/their Galaxy S4?

Is there anything I am missing. The Samsung software for the actual phone won't update. Playstore items update just fine, as do samsung apps. I keep getting a message that my phone has downloaded an uodate, but when it goes into that boot mode and the android icon comes up... it says it failed.
