If I was to get a mobile broadband dongle, would it work through an OTG cable so I could put my N7 online via that way when out and about?

I've been toying with the idea of Rooting my nexus 7. But if I'm honest I don't fully understand what Rooting does or what I'll be able to do once my N7 is rooted. Would someone be kind enough to explain it to me? Thanks :-) :-)
