samsung galaxy note 10.1 2014 edition

I have a 50 MBps, 802.11n Wifi connection and speed tests on the tablet indicate that torrent speed should be fast. Is this a general limitation in the Android platform? And if so, can installing a ROM with root access and the right configuration bypass this limitation?

After I installed KitKat whenever I open pen window, it opens 2 windows. One shows the application but doesn't respond to touch and one which is just an outline of the window but is the one you touch to interact with the application. Does anyone know how to fix it?
