CDMA/EVDO carrier and device? "1x" means it's using the slowest connection mode. It may show when you start the phone, when it's establishing a connection with the carrier's network, before it picks up on the faster EVDO or LTE modes. . I've seen it sometimes with CDMA China Telecom phones. Is your carrier Verizon or Sprint or something in the US?
"1x" I'm sure is specific to CDMA/EVDO wireless technology, and it's the slowest data mode they can operate on. It's basically the equivalent of GSM/WCDMA devices showing "E", for when EDGE mode is active, EDGE is 2G on GSM. Given the OP sees it when the phone is starting and connecting to the network, that's what I think it is. Unlike the UK and Europe, we have CDMA/EVDO in China, from China Telecom. I've actually got a Huawei, CDMA/EVDO 3G USB data dongle for Telecom, and I've definitely seen that showing "1x" when it's first connecting to the network.
Budget Mobile is an MVNO for low income and special needs. I guess they're running on a CDMA network, Verizon or Sprint.
