I activated a new SIM on the $30/plan yesterday and am getting LTE. Did a speedtest to double check and got almost 40 Mbps down.
And some might be interested in how I funded the plan; I bought a T-Mobile SIM on eBay that had over $95 on it for $29 -- my SIM had $97 -- and then transferred the balance from that SIM to the new SIM with the $30 plan. I bought another one of those a few months ago and transferred the balance to my iPad SIM.
