3G to Edge

Does anyone know of a program/app that would make the phones connectivity go to Edge when the screen is off then connect to 3G when the screen is turned back on.

Is this sort of thing even possible?

Settings > Wireless and network > Mobile networks > Network mode... set to GSM/WCDMA (Auto mode).

This will ensure that the phone connects to whichever is the strongest signal and thus save you draining your battery, constantly searching for a weak signal. There is no difference to your battery usage between GSM and WCDMA unless you have it set to one or the other and it cannot lock on.
