Verizon absolutely has a say on whether an update gets pushed or not to their Nexus. The OS has been customized by Verizon and they need to check if the OS changes affected their alterations in any way. Try tethering lately without root? Bloatware in place? Etc.
The only bloatware on the phone are two apps; the My Verzion one and another one I can't seem to even remember right now. Both of those can be disabled. I'm not sure about tethering, but I'm pretty sure that is done on the account level. As far as I know all the root apps do is get around how it connects.
I'm not saying that I'm 100% right, however VZW didn't customize the OS. They simply added 2 apps to the system apps. I don't see Google holding up an update for the Nexus because a VZW app doesn't work. Hell VZW still hasn't even gotten the NFL App to work on the phone yet.
