all devices release with ICS yes have the 3.X kernel, ports on the other hand...
ICS doesnt have a kernel version requirement, but certain things have to be backported to have it work correctly.
Alot of the lesser devices everyone sees with CM9 dont have all the ICS features n functionality trust me.
I have CM9 on the Ascend 2, it runs ok, but like shyt compared to my DX lol.

I personally have only messed with CM9 for the OG Droid, and i wont lie, the Devs on that one gave up part way through so it was an unfinished product.
Official ICS is kind of amazing. I actually like it a lot more than i thought i would. Just a naturally quick and very responsive version of android.
If CM9 for Esteem can come even remotely close to this, i would be real happy.
