its a known issue with 4.2.2 Roms and if there was a fix it would've been included already

Is that a device specific problem, or is it for all phones running 4.2.2 (except nexus)?

There may be other phones with the issue but it's an issue with porting jellybean to our phone without official jellybean drivers from htc.
