Is it possible to toggle the 4G capability on/off and just use standard 3G? I searched through the menus but there doesnt appear to be an option. Is it even possible with the way At&t's has their network setup?
No...the switch from 3G -> "H+" should be seamless/automatic, as it is dependent on network availability. At best you'll be able to manually switch from UMTS to Edge.
