4G not connecting when turned on

To conserve battery I keep 4G turned off when I am not using my phone for data connection. So to use data I turn it on, but it does not always make a connection right away. I get the 4G signal and the up and down arrows blink intermittently, but the webpage does not load. The bar at the top of the page moves about 1/8 of an inch and then stops. However, if I toggle the airplane mode on and off, the connections is made and the page loads. This happens mostly at home where I do not have a very strong connection, but it also happens in other areas. I would say this happens about 2 out of six times when I turn 4G on. Do you folks think this is a PRL issue? any ideas?
