Help 4G slower than 3G

I live in an area that does not have 4G yet, but when i travel to an area that has 4G, it is slower than 3G. Facebook, and other apps that use data take forever to load when in a 4G area. I pulled the sim and rebooted. It helped a tiny bit, but it is still slow. Nowhere near where 4G speeds should be. Should i call for a new sim card, or is there some trick?
 
I would download "speed test" from the market (google play) and actually check the network, comparing it to 3G to see if it truly is slower.

I've seen 4G do this on rare occasions. It could be related to those spontaneous 4G outages.

Don't judge anything based on facebook, it's a slow app with any connection, and the site itself is unreliable.

For me, 3G has usually averaged 1-1.75 mbps download and. 5-1 mbps upload, same on my Rezound now, and my OG Droid when I used it.

I've seem various 4G speeds but in my area I average 10-20 mbps download and 5-10 mbps upload at least, though I've seen 25+mbps here and much more elsewhere.
