Help 4g wont connect but there's no outage

For some reason my 4g won't connect. my brothers evo v connects but mine wont so I know its not a outage in my area. It happened after I installed the GB28 rooted restore but I don't see why it would affect it. after I returned to stock unrooted and still nothing. it finds the tower in 4g settings but never gets the obtaining IP address part. anyone know how I can maybe fix this? maybe a PRL flash or something. Thanks

i never have 4g on my gs2 and i have very few bars when i am on 3g

Sounds like a modem problem. Did you by any chance flash any other modems?

No just gb28 restore.
