did you flash a ROM with a custom dialer? if so it wont work.
as long as you have the original dialer ##775# should bring up a window prompting you for your MSL. maybe give it a second to initialize, i had ubuntu installed on a ROM that made it so slow i had to wait about 30 seconds for the program to initialize after i dialed.
