How fast: depends on coverage, signal, etc
Can speed be tweeked after rooting:
No, maybe better handling of radio but as far as increased speed :thumbdown:

well with a custom kernel and kernel tweeks my 4g speeds r better that stock so ur 4 g speed does increase
