Ask your parents or someone you know with a credit card.

Some banks in the UK allow under 19's a student account with a visa debit card. Don't know where you are from but might be possible?

apparently appbrain, android market, are trying to get it past so we can pay via paypal. It was to go live 02/11/10. but it still has not happened!
