How do I either reinstall the incredible camera apk, or install the evo apk like i had originally wanted to? I no longer have a camera app at all.

Root Accidentally deleted camera while trying to install evo camera

Did you make a backup with Titanium Backup? Also, if you have ever made a backup of your current ROM, if you restore the backup before you deleted it, you will get your camera back.
