While some roms will allow you to activate it's always advisable to do it beforehand especially because Virgin has been known to have issues activating this phone properly.

I learned this the hard way; the very first ROM I picked had no activation app. Pretty frustrating.

Always do your activation while stock. It's been tried to bake activations into roms, but to no avail.
