activate Contact application on tablet without phone hardware

hi friends,
do you know if Is possibile to enable/activate Contact application on tablet android 4.1 without phone hardware?

In my tablet, the application Contact seem installed on /system/app, but I don't see it on "desktop".

I've uninstalled it from tytanium backup and then tryed to install an apk version of Contact, but the installation process hang.

The Contact application is necessary to me for a voip phone.

Anyone of you have an idea?

There's no app called Contacts or People in the app drawer? It should be available on all phones or tablets.

yeah i have People on my tab (didnt realise until now lol.. i rarely use the app drawer)

no, I haven't Contact or People on Drawer, but it is present on /system/app.
